1       Introductions, apologies, substitutions and declarations of interest

1.1 The Chair welcomed Members to the meeting.

1.2 Apologies were received from Dawn Bowden AM.

 

2       Inquiry into winter preparedness 2016/17 - evidence session with the Welsh Ambulance Services NHS Trust (WAST)

2.1 The Committee received evidence from the Welsh Ambulance Services NHS Trust (WAST).

2.2 Tracy Myhill agreed to provide the Committee with data relating to the WAST’s plan regarding the handling of frequent callers.

 

3       Inquiry into winter preparedness 2016/17 - evidence session with the Royal College of General Practitioners (RCGP) and the Royal Pharmaceutical Society (RPS)

3.1 The Committee received evidence from the Royal College of General Practitioners (RCGP) and the Royal Pharmaceutical Society (RPS).

 

4       Inquiry into winter preparedness 2016/17 - evidence session with the Royal College of Psychiatrists (RCPsych) and the Royal College of Paediatrics and Child Health (RCPCH)

4.1 The Committee received evidence from the Royal College of Psychiatrists (RCPsych) and the Royal College of Paediatrics and Child Health (RCPCH).

4.2 Professor Tahir agreed to provide the Committee with data relating to the effect of hospital admission on patients suffering with dementia; and data outlining how particular mental health illnesses are exacerbated during the winter period.

 

5       Inquiry into winter preparedness 2016/17 - evidence session with the Association of Directors of Social Services (ADSS)

5.1 The Committee received evidence from the Association of Directors of Social Services (ADSS).

5.2 Mr Ayling agreed to provide the Committee with:

·         data regarding the take-up of the flu vaccination amongst in-house local authority staff and staff employed from independent organisations working in the domiciliary care sector;

·         evidence showing where the Intermediate Care Fund (ICF) has been effective in helping to manage demand and other pressures across social care services;

·         data relating to the number of workers employed in the social care sector who are from EU and non-EU countries.

 

6       Motion under Standing Order 17.42 to resolve to exclude the public from the remainder of the meeting

6.1 The Committee agreed the motion.

 

7       Inquiry into winter preparedness 2016/17 - consideration of evidence given during today's meeting

7.1 The Committee considered the evidence given during the day’s sessions on the inquiry into winter preparedness 2016/17.

 

7.1   Inquiry into winter preparedness 2016/17: Consultation responses

8       Consideration of the Committee's Forward Work Programme

8.1 The Committee had a further discussion about the forward work programme for the autumn term.

8.2 The Committee discussed and agreed the terms of reference for a short inquiry into medical recruitment. Further details and information about a public consultation will be published on the Committee’s webpage shortly.

 

9       Consideration of the UK Government's Wales Bill

9.1 The Committee considered and agreed its response to the Constitutional and Legislative Affairs Committee on the UK Government’s Wales Bill. The response will be published on the Committee’s webpage shortly.

 

10   Consideration of petition P-04-682 Routine Screening for Type 1 Diabetes in Children and Young People

10.1 The Committee discussed the correspondence from the Chair of the Petitions Committee and asked for some additional background information from the Research Service before considering the matter further at a later meeting.
